Cortana gets the ability to open apps with voice control and other improvements on Windows 10 build 10120 
Back in January, Microsoft introduced Cortana on the desktop. 
Just like most of the features on Windows 10, the personal assistant isn’t ready for prime-time just yet. However, at Build 2015, Microsoft showed off some upcoming features for Cortana, such as the ability to connect with third-party apps, a compact Cortana, and much more.
